The department is headed by the Director of Town and Country Planning who is also ably supported by a Deputy Director, Assistant Director and other senior and junior staff as seen in organograme.
It is divided into two (2) sections namely:
(i) Urban Planning section and (ii) Country Planning Section.
The Town Planning Department of the Ministry is basically involved in the following activities:.
- Preparation of Layout Plans for Residential, Commercial, Industrial and other uses to meet the demand for plots. Thisis done in conjunction with the Kaduna State Urban Planning and Development Authority (KASUPDA).
- They are responsible for the development of Town Planning Policies that will guide the orderly development of our cities. Such policies include those for designation of urban areas, the sub-divisions for existing plots and change of sue for existing development.
- Assisting the Kaduna State Urban Planning and Development Authority (KASUPDA) In Master Plan preparation for the urban cities through joint efforts in preparing briefs for consultants and supervision of the work.
- Preparation of regional plans for the State and Rural Development Schemes as well as Resettlement Schemes.
- Processing of proposed layout to the Land Use and Allocation committee for final approved by the Executive Governor.
- Inspecting various layouts to ensure the allottees comply with conditions attached to their grants, especially the development so such plots within the stipulated period of 3 or 5 years as the case may be.
- The provision of infrastructure such as Road, Water and Electricity in various layouts either by direct labour or contract to Government organizations (KADP) and KASUPDA) or private companies.
- Preparations of plans for sub-division / mergers and change of use for approval.
- Making planning comments on various applications for residential, commercials, Industrial uses to conformity with Master plan proposal and economy in the sue of land.
Procedures for Preparation and approval of Layout Plans: The Following procedure is observed in the preparation of layout plans:
- A layout can be initiated either by the Ministry of Lands and Surveys or KASUPDA.
- When is it initiated by the Ministry, It is prepared as a draft plan which is then sent to KASUPDA for finalization.
- KASUPDA on receipt of a draft plan proceeds to make comments or amendments on the plan as it considered desirable.
- The final plan is then prepared by KASUPDA with a brief to the Honourable Commissioner recommending the approval so such plan.
- The layout and brief is presented to the Land Use and Allocations Committee. After deliberation, the committee may recommend for amendments that are considered necessary or where it is satisfied with the proposal, recommends it for approval by the Executive Governor.
- The recommended layout plan is forwarded to the Governor for approval along with the relevant minutes of the Land Use and Allocation Committee.
- After approval, the Land Use and Allocation Committee is duly informed and copies forwarded to them for action.
